When I execute pin = new OwnerPIN(PIN_TRY_LIMIT, MAX_PIN_SIZE); in
JCIDE it executed perfectly but the same code throws ClassNotPreparedException 'eclipse.debugexception' 'in JCOP eclipse..
If any one solve this problem I really thankful from my heart..Plz

Why do you have to use JCOP tool?
JCIDE is good for you.
