Disabling Issuer Security Domain

I have a few sample java cards (JCOP4 P71). My questions:
1. For my application, no loading or deletion of applet is allowed once the applet is loaded into the card. Is it a common practice to disable the selection of ISD once applet has been loaded into the card ? Is changing the ISD keyset sufficient ?
2. What is the command to disable ISD selection ? Is this equivalent to changing the ISD state from SECURED to CARD_LOCKED ?
