Can't load applet, 6D00 response

I can't load my applet into the smart card.

Information about the card
PCSC Reader: Gemalto SIM Pro Smart Card Reader 0

JCOP Card J3H145 (JCOP 3 SECID P60): My card's Specification:

Java Card 3.0.4 Classic

GP2.2.1

I am using gp.exe from command line but when I try to execute any command for example:

>gp -list

>gp -info

I get this response:

It's seems that your J3H145 card is not in 'OP_READY' status,
you can contact your card issuer to solve this problem.
