confused about smart card baud rate

I am a little confused about smart card baud rate. What does F/D value indicated in the ATR in the negotiable mode mean? Does it show the max F/D value? If the F/D value is the max value, will the transmission rate be kind of the min value? It's just my guess. Hope somebody give me the precise answer. Thanks

ATR indicates Fi = max value of F and Di = max value of D
