First, WINDOWS SERVER 2008 turns off the NTP service by default and needs to be opened by changing the registry

Server:
By default, standalone SERVER WINDOWS SERVER 2008 works as an NTP client, so you must modify the registry to make the system run as an NTP SERVER. Backup the registry file before you work.
1. Modify the key values of the following options
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\TimeProviders\NtpServer [Enabled] is set to 1.
Turn on the NTP Server function (the default is not to turn on the NTP Server service unless the computer is upgraded to a domain control station).

2. Change the following key value: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Config\AnnounceFlags to 5.
The setting forces the host to declare itself as a reliable time source, using a built-in complementary metal oxide semiconductor (CMOS) clock. If you want to use an external time server can use the default a value.
3. Change the following key value of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters\Type to set to NTP.
4. Restart Win32Time service: shut down Windows time service first, and then start the service. This can be done in the "service" interface of the management tool, or you can type "net stop w32time" or "net start w32time" in DOS.
At this point, the server-side configuration is complete.
