That depends on where you allocate the array (persistent memory, transient memory) and on the available memory on your specific card.

MF has been already created in every blank card. You don't have to create MF.
What you need to do is to create ADFs and EFs according to your demand.

Card manager doesn't allow access to the platform keys to an applet. It does allow the secure channel to be used to encrypt/decrypt if the secure channel is active but there is no way to directly access the key.
